you first make the basic shape out of crumpled newspapers and cardboard taped together. then you cut out newspaper strips and make paste. you heavily paste the newspaper onto the figure. after it is completely coated you do the same as you did with the newspaper with colored tissue paper. you cover the figure until you can no longer see the newspaper and let it dry. have fun!
