The understanding of the relationship between government and citizens of independent states has been gradually changing since the American Constitution was adopted. The simple realization that governments should be there to empower citizens and not the other way around is now the popular view of the relationship. Elections are an important part of that relationship. Elections serve as a method of empowering government to serve the people. If government doesn't empower the citizens, but instead reduces their lives; the citizens can use elections to change the direction of government.

Elections give credibility to governments, that is why they are popular even in governments who abuse their citizens or seek simply retain power so that the government might enrich a narrow part of the population. Sham elections are used in many governments that wish to continue in power but need the credibility of citizen partication.

The best elections are free of interference, have good information flow, have easy access to the ballot both as a voter and as a candidate. Citizens need access to pubilshed information about all the candidates. This access is provided by freedom of the press in the United States of America and in Europe. Limiting the press and what is published is one method dictatorships use to control sham elections.
