The popping from the exhaust and the lack of power sounds like there is something in the timing. Most likely the timing chain is worn and needs replacing.
car can be started an does run fine.
Having the exhaust valve still open when the intake starts to open uses the exhaust "pull" out the exhaust port to help start the intake charge entering the chamber -- before the piston has started down and has generated it's own vacuum. Also, leaving the valves open longer (duration) increased the density of the intake charge and allowed the headers to better scavenge the exhaust gasses out.
Neutral switch? If you mean the neutral-safety switch, it's a switch that opens (prevents current from flowing) when your car is not in park or neutral. Without this switch, you would be able to turn the key and actuate the starter when your transmission is in reverse, drive and low range.
A few things to consider would be rings are bad, blown head gasket, valves are bent...
White smoke is a good indication you have a blown head gasket. And/or a cracked head. Did you noticed, when it happened that the engine started running rough? Best i can do with little info.

The neutral switch on a 1965 Chevy Impala is located under the transmission shifter. It detects when the vehicle is in park or neutral and allows the engine to be started.
it is attached to the transmission and allows the engine to be started when the gear lever is in 'park' or 'neutral', but prevents the engine from being started in 'reverse' or 'drive'. on some cars the driver must also put their foot on the brake pedal before the engine can be started.
Check the exhaust for oil on it. A leak is most likely blowing onto the exhaust and burning off.
