Use a good quality primer and paint. You can get a paint/primer in one but if you're having a lot of steam issues, get primer and paint separately.
I once used some DIY custom color for my bathroom. I made it up from a bunch of left over paints I had. All were latex but some were indoor, some outdoor. It seemed to hold up very well in the bathroom conditions.
And if at all possible, try to leave the window or door into the bathroom open just a little when showering to let the steam escape. Some exhaust fans just don't do the trick al by themselves.
I would paint after. Because you might have to do caulking after tiling and when u finish caulking then paint.

Yes, you should have no problem painting with latex paint with a baby in the house. Most latex paints being sold today are low VOC, and if you are still concerned, there are plenty of zero VOC paints out there to choose from. Check out the related link below.
Many home centers sell a two part epoxy kit that you can use to paint ceramic bathroom tiles, but they are in a fairly limited selection. If you'd prefer a different color, go to a paint store and they can mix a two part polyurthane or epoxy in nearly any color you would want. You can also use a bonding primer, like XIM, for the first coat, then cover that with a durable oil based paint if you prefer to not deal with a two part coating. It isn't as durable, but can easily be touched up and should be less expensive.
If I could paint, I would primarily paint pictures of animals and dinosaurs.

To paint a bath room you will need a interior paint. Any paint with lead base in it should do the job just fine. The best paint for a bathroom would be latex because they wipe down easily. Avoid lead paints because of the health risks!
For a bathroom wall the design should be simplistic. Paint should be a good simple and not overwhelming background for a bathroom wall. Wallpaper would be too overwhelming so that would not be as good of a choice.

Polyseamseal silicone caulk would be the best caulking to use with bathroom tile, if you're not going to pain the caulk. If you desire to paint the caulk, MAPEI latex caulk would be best to use with the bathroom tile.

it would be easier to use new brake fluid that doesnt trash paint. older brake fluid that trashes paint was made from vegetablr oils, newer fluids are synthetic and have not been detrimental to paint in years, unless you have really crappy paint to start with
