President Reagan, rescued the United States from the inflation and economic recession of the Carter years. By bluffing the Soviet Union into believing we had a "Starwars" antimissile shield, we won the cold war which lead to the freedom of eastern Europe and Russia. Reagan restored pride in the country and through "Reaganomics" lead this country in a period of unequalled economic growth.
Carter, gave away the Panama Canal, allowed foreign immigrants who never paid into Social Security to receive benefits. (Leading to the near collapse of the system). Carter started the Community Reinvestment Act which essentially forced mortgage companies to loan money to people who could not afford nor qualify for a mortgage. (This partly why we have the problems we have today). Carter established the Department of Energy which costs us $billions to get us off of foreign oil, a total failure. To improve schools he grew the government by establishing the Department of Education which costs us $billions and once again a miserable failure.
Ronald Reagan won in an electoral landslide over Jimmy Carter, winning 43 of 50 states and 489 to 49 iin electoral votes. Reagan won the popular vote 50% to 41%.
Reagan would be older if he were still alive. He was born in 1911, Carter was born 13 years later , in 1924.

It is debatable whether he was a sectionalist or nationalist. While he was originally a southerner and against the Bank of the United States because it gave too much power to manufacturers and the economy (the North basically), he fought for the bigger picture and fought for the entire country, not just the south. During the election of 1824, everyone in the country showed their love towards Jackson seen in the outcome- he got the majority of the electoral and popular votes. Therefore, there is evidence that he was both, and it could be debated either way.
One can file for unemployment any time they are laid off, furloughed, or terminated from an employer covered by unemployment insurance. Whether that person receives unemployment benefits or not is dependent on the the conditions of separation, federal, state and local law, and sometimes the outcome of an appeals process, or special circumstances that temporarily alter benefit eligibility. Such circumstances may be a decree from the President or Governor due to widespread economic hardship, or massive layoffs from a key employer.
