The EGR valves don't fail like they used to, due to better materials- silicon rubber diaphrams which can withstand the heat from the engine. What you probably have is a clogged port inside the manifold underneath the valve. To test the valve, you would hook up a hand vacuum pump, start the engine, apply vaccum, and if the engine stumbles, and almost dies, then the valve is working. If there is a problem with the solenoid, it would trigger a code in the pcm, and in effect illuminating your check engine light.
