Usually when they are churning out paintings to go into furniture stores behind sofas etc, or for eBay (you know the ones, cows, poppies etc), or they are just very lazy and want the look of thick oil paint without the cost and effort of building up layers.

that said many people do actually like this look, i guess if it is relevant to the final result and really works then sure go ahead, at all other times avoid i think they should avoid it.
