When your at the entrence to Mt. Mortor on route 42, you go to the right till you reach a lake. then swim on it until you reach the bottom left corner of the lake. then go on the land and go to the right till you reach a small tree. use cut and there is suicune.

∙ 12y ago1st go to Olivine Port. Suicune will be there but he also runs away about five seconds later.
After that, Suicune starts moving around Kanto.
2nd go to the route that's east to Fuschia City then go north (you may encounter some trainers). You will encounter Suicune again. He quickly flees "to a place that is watery near the hills."
Finally, go to the route north of Cerulean and you need to clear two more things, defeat the six pack trainers, plus the two extras at the end, and clear the Cerulean Gym. After that go to the small piece of land that is elevated and Suicune will be there. And this time, he won't be fleeing.
He is level 40 but extremely hard to capture so bring plenty of Quick, Heavy, Dusk (if at night-time), Net and Ultra Balls and lots of healing items like Full Restore Hyper Potion and Revive.
Don't forget to save before battling it!

To d2 that you need to just after the guys bumps in2 u, you need to go left and take the 2nd bottom door wake up the sailor in bed, battle him and go out the room. go forward, down the starirs and go left again into a room. go up a ladder and through some door into the captains room.u find the girl asking ther captain to play hide and go seek. talk to her and you play with her, she is hiding DONT GO UP THE STAIRS, on the right. keep going and she is hiding behind a corner in the wall. talk to her again and says she needs to find her grandpa ( the old fart that bumped into u) and the it arrives in vermilion. go out and your in vermilion. also u find suicune on the water thre if you kept chasing it. Suicune is playing hide and seek so you have to find him. Suicune is north of Cianwood City and then outside of the entrance of Mt. Mortar on Route 42. You can then find it in Vermilion City in Kanto, it will next be found on Route 14. You will then find it outside of Bill's house on Route 25 once Misty is back in her Gym. If you knock it out then you will have to battle and defeat Lance in the Indigo Plateau so that it will respawn however it will respawn in the Burned Tower in Ecruteak City.
