Much of Google's imagery actually comes from aerial photography mostly in airplanes with special high resolution cameras. Google make bulk updates to Google Earth and Google Maps imagery usually every 60 days but not all areas are updated on each update.
Google Earth and Google Maps provide interactive access to satellite imagery that are often less than 3 years old. For special events or natural disasters (e.g. Haiti earthquake) Google has made new satellite imagery available in matter of days or weeks. If you want more up-to-date imagery then you might want to check the imagery providers directly (e.g. GeoEye, DigitalGlobe, etc.).
Most of the world's available satellite images are no more than 3 years old. The images are updated on a regular basis and may be a combination of satellite and high resolution aerial images. Since Rapid City, South Dakota covers a large area, the satellite images do not all have the same date. Some may have been updated recently while others may be close to 3 years old.
One place online where popular images from New years 2012 can be found is "The Atlantic's" website. Boston's website is another place where these kind of images can be found.

Clipart for the new year can be found both online and through the word program on one's computer. There are several images that are appropriate for new years, including balloons and firework pictures. Alternatively, there are a wide range of images and information online.
