It should be in the fuse/relay center under the hood. Remove the fuse/relay center cover and look at the layout on the backside of the cover. You should see a 20 amp yellow mini fuse that protects the radio circuit (marked RDO) the same fuse covers a couple other circuits as well.
I have a 1999 Trooper, perhaps your fuse panel is in the same location as mine. Look to the left of your brake pedal along the interior wall where your left foot rest. If not look to the left of the steering column where the dash ends, almost underneath the dash, you'll probably have to lay on your back to see it. Hope this is helpful.

Not sure if its the same as on my '89. On the '89 it is in the centre console forward of the shifter. The '89 actually has two relays in the bos, so even if the fuel pump relay is shot, you may still here the other one click when you turn on the ignition. Hope that helps.

The flasher is located up under the dash on the drivers side between the steering colum and the kick panel. Be aware there are 2 flashers in this model. they are both the same so the easy way to tell the difference is to turn on the 4way flashers. the one that does not click on and off is the signal flasher. I have a update for the Trooper. I have a 1998 Isuzu Trooper. This model has only 1 Flasher relay. It is located on the left side of the kick panel on the drivers side. It has 2 tabs holding it to the base. It is small about 1" wide and 3/4" tall as you are looking at it. It is right above the fuse panel and the plastic kick panel itself. This model is not under the steering column. I was looking forever under there!

As you sit in driver's seat, look just forward of your left knee. There is a little square panel that just pops off.
