You can; just don't expect great results. If it's a tube type TV (CRT) the image is refreshed as a series of interlaced horizontal lines at a rate of 60 times (I think) per second. If you use a shutter speed of 1/60 or less, you will capture one of those "bands" of lines for sure. If you use a slower speed, say 1/30 or less, you should be able to eliminate the band, but any motion on the screen will be blurry. As for digital, pixelized TV, I have no idea what you'd be up against.
There are many reasons why no picture is on a television but the question is impossible to answer without more information. Is the television on? What is the video source? what type of display is it? is there a backlilght on? Is there sound? Is the video source internally generated or external? Can menus be shown?
With those details clear, there may be a chance that the question can be answered.
Your antenna may be broken, your cable disconnected, or your TV may be switched to the wrong input. If you have a digital cable box, your account may have been suspended.
If you mean display type, then there are rasterized picture tube televisions, LCD televisions, and plasma televisions.
No cant :0Update: Digital camera's can be damaged by pointing directly at the sun. The CCD or CMOS sensor is suseptible to burn in the same as a Plasma TV and this will render the camera useless...it says so in the manual that came with my digital SLR camera.(Canon). Don't risk it.

The picture in picture function on cameras is for when one would want to record a video as well as being able to take a picture. The picture in picture that one would find on a TV set, would allow one to watch 2 TV shows at once.
