Sounds like a possible bad fuel filter. When a fuel filter is dirty or clogged fuel can only get through it when it is forced through, something like driving down the highway. When you are at a stoplight the fuel pump is only pump a minimum amount of gas to keep the car running. If the filter is dirty it may not have enough pressure to get through. Torque converter is locking into gear. If you have a front wheel drive general motors, this can be an easy fix at no cost. Just find the blue square four-prong wiring harness plug that plugs into the front of the transmission (radiator side) towards the drivers side of the car. Just unplug that and drive!

If neither one is working, the first thing to check is your fuse. If the fuse is okay, replace the bulbs and if that doesn't work, it's probably the brake light switch. The switch is the least likely culprit though because they rarely go bad.

It sounds as though your safety neutral switch has to be adjusted. It has an adjustment kind of like screw that you can adjust. I suggest having someone that knows what they are looking for on it to do it. I had my safety neutral switch replaced and it did the same thing until I took it back and they re-adjusted it.

Actually, many components do not have or need a neutral. 3-phase equipment such as motors, heaters and the like do not use a neutral. Some older 240V electric clothes dryers (in the US) did not have a neutral. The 2.5 ton, 240V airconditioner on my roof doesn't use a neutral either. Fluorescent fixtures do however, as you note, need a neutral. The two power wires coming out of the ballast are usually a black and a white wire in the US, the white wire is the neutral.
