Sparta discouraged visitors and travel primarily to maintain its strict social order and military focus. A Spartans first and only vacation was to be a warrior, anything else would be an insult to the other Spartans. The job of trade went to the Perioikoi, they traveled all across Greece and the Aegean and made Sparta fairly rich. Spartans could travel if they wished, usually they just didn't. The city of Syracuse in Sicily was founded by Spartans. Travel was however discouraged as it tended to be the case that when a Spartan left Sparta they came back with all sorts of 'bad' habits. They were not allowed to trade and travel because they could not risk a war or battle to start on foreign ground.(Even though they were a military community)
The perioeci, or perioikoi, were the members of an autonomous group of free but non-citizen inhabitants of Sparta. They were the only people allowed to travel to other cities, which the Spartans were not, unless given permission.
Legend has it that the Spartans utilized iron bars, to discourage hoarding. Archaeologists continue to search for evidence to support this legend. It seems likely that the Spartans utilized coins that had been minted elsewhere.

Because Sparta was very ancient. They would believe the gods would get angry with them and stop with there services. The Spartans were very mush set-in-their-ways and traditions and did not favor change.

There are times of geopolitical conflict when the State Deprtment or host countries discourage tourism. They rarely forbid travel, however the Nile, like everywhere else is based on personal responsibility. Caveat Emptor.

Sparta was a disciplined society. It was very caught up in war and had some of the best soldiers that were trained starting at seven. They did not even allow visitors or outsiders to come in Sparta, and allowed none of it's citizens to get out.
