This is normally caused by the dimmer switch going bad. In fact, I know of no other possibility, other than the low beam of the driver's side lowbeam input wire being pinched or cut in two. The latter is a very slight possibility, but is still possible. It is very much more likely to be the dimmer switch being bad.
One lady brought me her Merc Sable, with that problem...both her dim lights were blown,and would only work on hi beam....sigh...some people....

I would start with the easy answer. Check both of your headlamps to be sure that the low beam filament is still intact. If all is well there, I would start leaning towards the multi-function switch (which is the headlamp / turn signal lever.

your bulbs are burnt out. when you switch on the high beams its only the high beams. but when you flash your brights it lights up both high and low beams.
