On my 98 Accord EX, the horn contacts in the steering wheel became corroded. Now the horn only works when I press the horn button and rock the steering wheel. Honda said that it would cost over $800 to repair it because the contacts are integrated with the air bag and the whole thing needs to be replaced. I may spray it with electrical contact cleaner from Radio Shack. If that doesn't work, I'll drive it into the river.
A person would have to do simple trouble shooting on the horn. There are only a few things it could be the fuse a break in the wiring or a fuse a person with basic knowledge could trouble shoot this in a matter of an hour.

You must remove the front bumper to gain access to the horn(s). I found that on an 84 Honda Civic 3 door, you don't have to remove the bumper to get to replace the horn. There's a small plastic plate beneath the bumper forward of the front wheel that is secured by 2 screws and is easily removed. From there, you can look up behind the bumber, and actually see the horn. You're on your way, and should be done in minutes! Good luck. My Honda only has one horn, and only one is listed in the repair manual as well. I've heard that some have two horns.
I have the same car and had the same problem. It is just a fuse. You may notice that your gas tank doesnt open either. The fuse box is located next to the gas pedal and there is an extra fuse inside the box. Read the manual to figure out which fuse it is but after you change it, the horn and gas tank will work fine.
