Probably have a defective power brake booster or the vacuum supply to the booster is restricted or leaking.

Have an electrician check the wiring that goes to the brake lights in the trunk of the car.
There is what is called a brake sensor. This sensor has to engage to sent a signal to the transmission to release the pawl so that you can shift it. Replace the brake pedal sensor. It is usually on the top of the pedal arm upward under the dash. This will also cause the brake lights not to work. Good luck.
Usually that would be caused by a faulty brake light switch connected TO the brake pedal. If the brakes work the pedal is probably ok.
Check engine vacuum and power brake vacuum booster. If the brakes work but just require extra effort to stop, it's a brake boost problem.

Please check the Brake light switch....The brake light switch should be located near or on the brake pedal (up on the stem of the brake pedal)
a brake booster supplies power to the brake system. this takes the hard out of the brake pedal allowing brakes to work harder with less effort or pressure on pedal from the driver
