There are three men in the Dragon's Den temple. Of course, he is the one in the top middle. If your party is full, then he will not give you a Dratini. Go to the Poke Center and deposit one of your Pokemon and go back. Then he will give you a Dratini. If this doesn't work, you REALLY must've done something wrong. Hope this helped you!

Or, use a good or super rod, and what I did, was use surf in dragons den, went to a whirlpool, and used my rod in there. When I pulled, it was either dratini or dragon air, so that's another way.
