Oil Based Primer, or any Primer for that matter, typically peels due to the bonding surface being poorly prepared. There are the occasional defective products as well as the dry times that were shortened by top coats, but usually it is the surface At Fault. Some metals offer little adhesion, woods must be properly prepared and pre-finished surfaces need to be sanded down to original material for adhesion.

Oil based primer is the best bridge between oil and latex paints. If oil based paints are not available in your area, a high adhesion acrylic primer over a well prepared surface will also work.

You can lightly sand to rough up the surface or just clean the surface and apply the primer.
