Assuming that they are both 4wd or both 2wd and the same model transmission (4L60E), they are interchangeable.
The pulley is a press fit. If it no longer fits tight you need to replace it with a new one. This procedure requires special tools to remove and install the pulley to the pump. Some auto parts stores will rent the tools you need to do the job if you buy the parts from them.

There were kits around at the time that enabled you to fit power steering to any vehicle with steering box and a drag link.
It can be done but it is not worth the trouble as you will have to take the steering rake out and fit a power steering pump and resivoir it is not worth the trouble as you will have to change the rake and fit a steering pump and resivoir

which model/year of transit? you need to find a donor vehicle of the same model with power steering. You will have to change the steering rack/box to the PAS type, and also fit the pump,brackets and pipes to your own vehicle 1999
A steering pump will have to be added, as well as hoses, and changing the steering box to a power steering type. If the 69 Ranchero had power steering as an option you may be able to find exact fitting parts. if not, the brackets and steering box will have to be modified to fit.
A 4L60E would not fit on a 91 Silverado because of the different dimensions.
