Low fuel pressure will do that,as will timing being off,bent push rod,bad valve. get a chiltons on it and go to town that's where i would start or simply have it scanned and see if there are codes present.

I think you are hearing pressure pops. Not a backfire.
It would help us if we knew what make, model and engine you have. Your ignition could have gotten wet. The timing may have jumped. The spark plug wires are out of order. The distributor cap and rotor may be bad.

It pops into place, so you have to give it a little tug until it pops out. Then pull it out. Pop it back into place when you are putting it back. If you are talking about taking an oil reading.
Make sure the engine is in good condition. Compression test, leak-down test, etc. If it's a good engine, the problem is probably a mis-adjusted accelerator pump linkage or it might need larger discharge nozzles. When it pops through the exhaust, it's lean.
