the only way to get to the sinjoh ruins is with a 12th movie edition arceus which can only be attained by an event (which is long gone) or action replay it, one from another game will not work. You'll know if you have the right one because it's moves are: Judgement, Roar of Time, Spacial Rend and Shadow Force

You may not have enough Gym Badges for it to learn it. Once you get a certain amount of Gym Badges you can get to use it.

You can get anything in soul silver with action replay, basically. So yes. However, the legitimate way to get one is to trade the enigma stone from Diamond, Pearl, or Platinum over to receive Latias in SoulSilver and Latios in HeartGold.

Regular celebi won't work. It has to be the event celebi. Pretty much one in a cherish ball.

It wont appear because Action replay codes such as events don't work for that game. I have Pokemon platinum and only a few codes do work, you get the event item but they do not work.

You have to go to the Pokemon event to get the flute to catch arceus. You could also download the cheats onto your R4, but that's 10 times harder then finding games that work!
