Sometimes opening up the gunite crack and refilling with concrete will answer the problem. If movement of the soil is the problem then that has to be fixed first.The soil getting excessivly wet and dry can mean that the pool will move, if it is only part of the pool then there will be a structuaral crack. first drain the pool, then use a tool, (we used a wet tile saw, but a chipper hammer, grinder, small jackhammer or just a hammer and chisel should do) to cut into the area of the rust source (top of the streak). You need to find the rebar tip or usually it is a piece of wire used to tie rebar together. Find this metal and either grind it out of the plaster/gunite or chip it completely out. Then just patch it back up and refill the pool.

I have seen a very invasive root system on 10 to 15 yr. old pools with no visual affects on the inside surface of the pool plaster. However, another concern would be what are the roots doing to the plumbing to and from the pool? A root can mangle a section of PVC pipe considerably before it cracks. On the other hand a 90 degree elbow( the weakest point would be the inside bend of the elbow - crotch) will split under pressure from the root system. This "leak" could not show up for months and if you have an automatic fill system you may not know about a leak until the pipe or fittings separate. About the fix - consult with an arborist. K Building practices change from area to area and generation to generation, but you could probably expect to find the gunite is 8" thick with potentially a 12" thick perimeter bond beam around the top of the pool wall.
