There are four screws holding the upper and lower steering column shrouds on. Once the shrouds have been removed you will see two plugs on the left side going into the turn signal switch, remove them. You will see a tab on the top in the center of the column, press the tab and the whole unit slides out upwards. It is very easy to do.

i got the same problem with my 99 Audi a6.
It turns out the headlight switch is not a serviceable part on the Subaru Forester. Instead, the entire turn signal lever must be replaced (a $100 part). A brief description of how to replace the turn signal lever follows: First, remove the steering column cover. There are three screws underneath - remove those. Then release the steering column adjustment lever and leave it down. The bottom part of the steering column cover unsnaps from the top part and you should be able to remove it easily. The top part of the steering column cover can just stay there and be moved as necessary to gain access to screws. Next, remove two screws where the turn signal lever assembly attaches to the steering column. Remove the electrical harness and the turn signal lever assembly should just pull straight out. Reverse the process to put in the new turn signal lever assembly.
