after three years I finally got it.
1- turn the radio off (seems to be the key with all Pioneer radios when setting the clock)
2- press 'func' until the display lights back up
3- press 'func' again until the clock appears with the hour flashing
4- use the up and down buttons to select desired hour
5- press 'func' to set the hour
repeat steps 4&5 for the minutes

To set the clock on a DEN-p6400 car stereo the system has to first be turned off. After turning off the system, hold the 'function' key until the display shows, then set the time by moving the arrows either up or down.
Turn off the stereo then push the menu button on some models this is the volume dial, if yours pushes in, the it will ask you if you want to set the clock or any other options listed there.
With key on and stereo off hold both the clock and audio button clock reading will blink use up and down arrows to change hour then left and right to switch to minutes up and down to set press clock button again and done
turn off the unit first hit the clock button then hit the function button then it will flash then its ready for your input "use the arrows when its flashing to change the time".
With stereo OFF...Push and hold the round "D-Pad" for a few seconds, then use the up down left right controls to set time.

press and hold source then function. Clock will blinking then you can set.
You need to switch off the stereo and then you can use the buttons next to the clock to change the time. this also changes the time on the stereo.
