I suspect your autochoke is faulty, I has a similar problem a few years ago on a different car, but the symptoms were the same, it's a garage job I'm afraid
Try changing or cleaning out the stepper motor, this controls the idle and is a common fault on the 306.
while you are in park? That should be normal. While in gear or driving, no that isn't.
Try locating and testing or changing the TPS (Throttle Position Sensor) Or if it's not in gear it could be the rev limiter keepin you from over revving & blowing your engine.

Let go the pedal abit wait for gear to automatic change then acceleration again, when in certain speed gears will change but if rev too high the gear wont go in. so at certain speed u have to decelerate to allow gear to change. If the transmission oil been change beware to use correct oil and the level of the transmission oil, if insufficient it will tent to rev really high before changing gear

No. Simply changing the gear without doing anything else won't slow a bicycle down. You can coast along without peddling and that will slow you down or you can use the brakes to slow the bike. Changing gears will affect the speed only if the current speed is slower than the highest speed you can reasonably attain with the selected gear - changing to a higher gear will help you speed up.
each cam gear is marked as well as the crankshaft gear

As long as the engine is at full operating temperature and you do not rev it beyond the red line, you more than likely will do no damage, but it is still not a good idea. Revving a cold engine will do damage for sure. Revving the engine can cause a sudden drop in oil pressure, cause the engine to over heat and it doesn't help the main crankshaft bearings any good as they and meant to be revved under a load(in gear).
Changing gears is easy. All you have to do is push in the clutch and then up and over to third gear.
