To reinforce pockets, you can just use a regular home sewing machine. If it's for a heavy fabric such as denim, you may want to use the heaviest needle available, or an industrial sewing machine.

Hi, as much as someone is willing to pay for it. It varies a lot. Depends upon condition, also, and if it has all the accessories and cams that should be there with the machine. Accessories and cams take a while to hunt down, and customers might not want to spend that much total on the machine should they have to wait and hunt, etc. If it's filthy, beat up and needs servicing, well, not much.
All of the USB devices themselves as Hi-speed. USB 3.0, is the recent hi-speed USB.
Think of it this way... Your USB drive is hi-speed. Your port isn't. So your USB cant use its hi-speed capabilities because the port is not hi-speed. If your question meant, how will this affect you? It won't affect you too much. It will simply just transfer data to and from the USB at a normal speed instead of a hi-speed.

Hi! I sew stretch panne velvet all the time using my serger. It is the easiest way by far. If you don't have a serger, I would recommend using the tightest zig zag stitch on your standard sewing machine.
