Remove wheel. Then spray some penetrating oil around the hub of the drum. Then get the biggest hammer you got, pound the drum, rotate the drum a quarter of a way, pound the drum again, repeat. Be careful not to hit the studs that hold the lugnuts. Once it's broken, you gotta replace it. It's a pain!
There are two threaded holes on the drum, just get two bolts that fit those and tighten until it pops off. It wont hurt anything, a mechanic told me about it. I tried the hammer on mine and got nothing.
