Check spark plug wires, distributor cap, and coil for cracks that let moisture in.
If it does not start it is missing either spark, fuel under the proper pressure , compression or the timing of the ignition or the camshafts are incorrect. Start by determining what is present, check for spark, proper fuel pressure, engine compression.
Same as any other car. No spark at the spark plugs, and car won't start.

Check the terminals in boots are fully snapped on to ends of plugs. Also proper torque on plugs. Remeber if loose, thee is no compression & gases won't fire.

The Concorde could misfire for several reasons. Start by checking for proper fire to the spark plugs. Then check engine compression to see if a cylinder compression is down.
No spark, No compression, no fuel or timing off. Any or all of these could be an issue and then multipul reasons for each of them.

I would start with replacing the spark plug wires and spark plugs (if you did not do that for a while). If does not help check the coils or distributor depending on what you have.
pretty much only way to stop the fuel, is if you have an electric fuel pump, you can remove fuel pump fuse.but you really dont need to do this for a compression test. in performing a compression test, you need to remove spark plugs to use compression gage. before you start, remove the lead that goes from distributor to coil, and you will not have spark at the plugs you can also use a remote stater switch connected to starter motor and leave ignition turned off. the engine will still turn but no ignition will be available to start engine
Obviously- the spark plugs were not the issue :)
