Yes, you can in use Transmission Fluid in your Power Steering pump. The only thing the fluid has to do is lubricate the parts and have zero compression to operate hydraulic systems in the rack and pinion. (Automatic Transmission fluid does this well...)
Many cars will tell you in the owner's manual to use Dexron ATF, which is suitable for pretty much any power steering pump. If you want to buy fluid in a little bottle that says "power steering fluid" then that's up to you, but you can get a whole quart of ATF for probably the same price... Works all the same.
Some auto parts stores claim that you will void your warranty by doing this, but that's a lie, especially if it tells you to do so in your owner's manual. You are doing no wrong.

The proper transmission fluid for an automatic Celica is Toyota Type T-IV transmission fluid. DO NOT use Dexron or Mercon. The manual uses 75W-90 gear oil.

Well, technically and to answer your question literally the answer is yes. But if you're talking about the transmission, no, you definitely don't want to do that. In the transmission, use only Toyota ATF Type T-4 as specified in your owners manual (probably page 329 or close). I believe there's also a synthetic tranny fluid that's compatible with T-4 but offhand can't give you a brand name. You 'can' use Dexron in your power steering pump (which is why technically the answer to your question is affirmative) in fact (check your manual again) Dexron II or III is specified for that pump. Dexron III. You can Dexron, Dexron II, Dexron IIE, Dexron III, and Dexron V as suitable substitutes depending on availability. Lower numbers indicate a shorter lifespan of the fluid before you need to change it. Do no use Dexron IV (aka Manual Transmission Fluid) as this is likely to cause problems.
