Ive just fixed mine! I stood on it and jumped up and down.. then tried to lift it up and hey presto it came up! - wow :) super happy. I tried this because I saw someone else mention that it needs to be pushed all the way down before it can come up.

Replace the Gear Position Sensor on the transmission. Cost is approximately $350. There is a sensor on the brake that will prevent the gearshift from moving out of park until the brake is pressed down. Before you replace some $350 item in the transmission, make sure it isn't this sensor that is causing the issue.
Make sure the retaining bolts are removed. Take a rubber mallet and tap on the alternator to free it from its position.
