the valve on the rear brake line is to limit brake force on the rear ie.loaded full pressure,empty reduced pressure to stop the rear brakes locking.

Check your rear calipers... They maybe getting stuck... Unless your fronts aren't working correctly and vehicle is forst to stop using the rear.
THe brakes rarely need to stop. But the brakes can be used to make the bike stop.
Normally, use both brakes at the same time. If your rear wheel locks, DO NOT brake, but rather decrease throttle until you can coast to a stop on the side of the road.
First, please understand that rear brakes do not work as hard as front brakes. The ratio of working is 60% front brakes and 40% rear brakes. Therefore, they do not wear out as quickly. Is this your observation and reason for asking the question? Second, if your rear brakes really are not working, you will experience a longer distance to come to a complete stop. Are you experiencing this? If so, then you really do have a problem with your rear brakes. You will have to check that the brake fluid is flushed (old brake fluid gathers moisture from the air and does not work as well) and you will have to check to see if any of the rear brake parts are "frozen" -stuck in place so that they do not squeeze the brake drum or disk. The purpose of a drum brake is to come to a complete stop with any veichle that may have drum brakes in the rear of the car.
Don't know of any brake symptoms unique to Intrigues. How do you know it is the rear brakes? If you detected the rear brakes being bad because the emergency brake doesn't work, probably a snapped cable. Assuming the car still stops (front brakes still work), you could have worn pads (unlikely), a broken brake line (probably will cause the front brakes to quit working soon - look for leaks), a faulty master cylinder (rear brake cylinder shot - unusual). I'd take her to a brake shop if you can't diagnose the cause. I't hell when you are headed for a school bus and can't stop.
