The rear liftgate handle is made of cheap black plastic with a "finger" that depresses the latch which pulls a cable and opens the door.Opening the door when this finger breaks requires one to actually remove the plastic door trim while the door is shut from the inside of the van.The door trim is secured using plastic pop rivets and there's at least 8 or 10 of them.Once the trim is removed, locate the cable that the latch pulls when depressed.This will open the door, and replacement of the defective part is pretty easy.The price tho' may not($75, most dealers, if available)and the new part is doomed to fail again.

If the tail light on the passenger side of a 1999 Toyota Sienna CE is out, it is most likely a blown bulb. The bulbs can be purchased at any auto parts store.
I would recommend J B Weld or Araldite for this.
