in the 1996 it is rear cargo area on the driver side, there is a small hatch in the molded plastic on the sidewall that has a "dial" you turn to bring the panel out, it will be in there. it is a small scissor jack

You may be better off getting a used hatch out of a junk yard.
The backdoor wont open only when the top glass hatch cannot be opened due to the following: 1. the transmission is engaged in any gear other than 'P' 2. the rear window wiper is unsecured and running. 3. latch and locking mechanisms need lubricating 4. in very cold temperatures, the glass hatch can be frozen shut, using the de-icers to warm the glass helps but it takes a while.
