To remove the front bumper remove the following: 12 plastic clips, 6 accessuble on the top, 6 accessible on the bottom 6 screws on the bottom. Bumper hangs on a series of hooks (6) just beneath the headlights.
you have to take the whole front bumper off. becasue one of the pulleys is in the way

Yes, the entire front bumper cover will need removed.
Well you might be able to do it by taking the moldings off in the trunk but I have always just taken the bumper right off. It is about 2 or 4 of those plastic clips and a couple boldts and the bumper is off. Then you will have full access to the boltds that hold the tail lights in place. Be careful doing it but it will only take about 5 minutes to take the bumper off.
you take it off and then you put the new one on!
