I don't think that this is supposed to be a maintenance item. I would guess you change them when they start leaking. The gasket set should include new seals, as well as special washers for the cover retaining screws. (About $30.00 for a set.) There are little tabs on the thin sheet steel plate, inside the valve cover. You have to bend the tabs out of the way, before knocking out the old seals. A screwdriver and mallet should do the trick, but take care not to scratch the bore (the sides of the hole in which the seal fits). It will be nice if you can press the new seals in, instead of knocking them in. Bend the little tabs back, and you are ready to go.
You may not see anything on the gasket. Usually a head gasket "blows" because of overheating that causes the head to warp. A gasket can be bad but there should be a visable break very often in the ring around the cylinder.
