Depends, I am currently working on mine right now, I had to cut the e-brake cable and reattach it.

Take it to a mechanic and ask whats wrong

If you can't do that, take the plastic paneling off and see if maybe there is something wrong with it. If you don't know cars, ask somebody who does, or maybe go buy a manual for a Honda civic 1991, you can find it at Autozone or some sort of auto supply store.
