Yes the Power Steering in a 2010 Corolla is electric so it needs and has no hydraulic power steering fluid.
According to my handbook for my 2003 corolla the power steering is assisted by an electric motor and there is no fluid used.

The new Electric power steering is on the shaft of the steering wheel. Many folks have problems with the steering going out of control. If you're one please report it to the saftercars dot gov
You can refill your 1986 Toyota Corolla power steering fluid through the power steering reservoir. The power steering reservoir will be on the left-hand side of the engine.
There is no light on the steering wheel.
You're probably missing a belt - the one that turns the power steering pump and the alternator UPDATE: Turns out, the belt is NOT the answer in most cases. I've found out that the power system in a Corolla is not hydraulic, it is electrically assisted, meaning that when you start losing power in the car, you lose your power steering. You also do not want to automatically assume it is a bad battery. Corolla alternators seems to go bad on a regular basis, check that unless you want to spend money on a battery when you don't need to (like I just did...).
in power steering resevoir. check owners manual for exact location. should be a round metal container about the size of a softball, with a twist off cap. you can use power sterring fluid or ATF. ATF is cheaper does same job. both hydraulic fluids. most likely on drivers side of car. under hood. stop by any repair shop, im sure they'll assist you in location and refilling.
