If your RX-7's rotary engine turns over and gets fuel but has no spark, the issue may lie in the ignition system. Check the ignition coils, spark plugs, and wiring for damage or wear. Probably not. The engine needs spark, fuel and compression to run, you are missing one of those. My guess would be the engine is not getting fuel.
By means of the spark plugs firing which ignites the fuel air mixture. This explosion drives the pistons downward and turns the crankshaft. The crankshaft turns the transmission which drives the wheels.

1) If there is no battery power to turn the engine and make a spark and pump fuel. 2) If there is no fuel supply. 3) If there is no spark when the engine turns. 4) If the spark is mistimed compared with the compression phase of the pistons. 5) If there is low or no compression because of burned valves, broken rings, or holed pistons.
Check the basics, With an inline spark tester ($6-8.00) check for spark. Does the fuel pump make noise when you turn the key (whining noise)? Is the fuel getting to the engine?

Check to see if engine has fuel at carburetor and if it's getting spark at the spark plugs. If both fuel and spark are good then the problem could be with the timing settings or timing belt/chain is worn out/broken.
