The mowers do not have alternators. The engines have a charging system built into them under the flywheel. They are specific to the engine manufacturer.
It does control the alternators charging of the battery.

Another thing it might be is your voltage regulator. Many alternators come with built-in voltage regulators, but if your system has a standalone v.r., it could be bad too. Finally, if your 'new' alternator is actually a refurbished or rebuilt one, it could be a bad rebuild. It happens.
Overheating/overworking the alternator expecting to charge a run down battery. Alternators are designed to maintain a battery not for charging a dead one.

Actually it is bled off to ground but because of a very well designed regulation system in most alternators, there really isn't anything excess. When it is not being drawn from the alternator, it goes to the battery.

The battery is not charging, probably because the alternator has no output. Exchange alternators are readily available but not cheap. Check alternator belt tension. Remove, inspect and replace alternator carbon brush pack as necessary. After that, if still not charging, swop out the regulator.
