Have you checked to make sure both bulbs are not burnt out on low beam? Even if it is a single bulb for both high and low beam the low beam filaments could be burnt out.
Fog lights won't operate if high beams are on. might want to check the wiring, relay, and the bulbs

Why would you? Fog lights are designed for use in poor driving conditions such as fog or rain at night. Using high beams under those conditions would make matters worse, that's why your vehicles fog lights won't operate when the high beams are on.
the fog lights work with the low beams , they wont come on with the high beams

The low beams and high beams are both H7 bulbs. The fog lights are H3's.
Low beams and fog lights if equipped. High beams only light-up the fog more.

your bulbs are burnt out. when you switch on the high beams its only the high beams. but when you flash your brights it lights up both high and low beams.

I believe that it is illegal to run fog lights and high beams together, however I could be wrong.
