I finally found it. It was located behind the left side of the instrument cluster. You dont have to remove the instrument cluster to replace it. It is hidden pretty well. You can access via removal of the underside trim panels on the driver side. The relay is located next to a instrument panel support beam. You should see a black rectangle shaped relay with 4 prongs.
