In my car the bulb keeps shorting to the metal plate above it. Poor design. The fuse has elongated holes allowing it to float around resulting in it shorting out often. I ended up making a ceramic piece and super glued it in so now the fuse ends hit ceramic instead of metal and no longer short out.
There are no screws in the dome light cover of a 1997 Toyota Camry. You can pry the cover off with a flat bladed screw driver.

The most likely reason is a burned-out bulb.
by the drivers side kick panel under coin holder labeled "dome"
It's behind the coin compartment to left and of the steering wheel.
The fuse for the dome light and clock, etc. is in the fuse block under the hood on the driver's side. It is a 7.5 amp fuse towards the front of the fuse block. Look at the inside fuse block cover for location. Hope this helps.
it should be the same as the interior light fuse. all of these are together i think.
See the 7.5 fuse in location 15 on the fuse box
