I was told by Teledyne Laars that your pilot generator needs to produce at least 500mv to open the gas valve. Mine makes 350mv and will not open the valve. Hmm, I think that should be nearer to 600 mv - 700 mv.

You don't. If the heater has an electronic spark, then it doesn't have a standing pilot to light. The spark lights the pilot when there is a call for heat, which in turn lights the burners. If the heater is on and the pump is RUNNING, the heater should light automatically when the water temperature is lower than the heat setting.
It sounds like the spark module is working but maybe corrosion is preventing gas from getting to the spark. How long has it been since burners pulled and inspected? If u can understand how a gas grill doesn't lite when its been too long between cleanings its the same basic thing.

The fact that the pilot is lit indicates that the pilot generator is OK. If you can turn the burner on by shorting the control circuit manually (using a jumper wire) the problem is in one of the safety limit switches or in the thermostat itself. Manual says 'Automatic Gas Shutoff' heater probably is not igniting. Should call your pool man. Manual recommends not to light manually. Please don't try (if you like your eyebrows) :-)
