Cleaning a VCR isn't difficult once you know the way it's done. The biggest problem would be in cleaning the video heads because they can be destroyed very easily by inexperienced hands.
One of the easiest ways would be to locate a 3M brand `Blackwatch' cleaning tape or to find one where you apply a liquid to a cloth type tape, as a last resort. Personally, I prefer the Blackwatch, but the best is to have it professionally done if you can afford it.
If it wasn't for the ease of destroying the video heads, I'd give you step by step on how to do it. However, if you search the internet, you should be able to find instructions on how it's done.

As with all systems, your disk is probably dirty. Clean it and try again.
Maybe it needs a disk clean-up ! Run the Windows disk clean-up program, followed by disk defrag.
