Kipling is drawing a metaphor where the truth will set you free and you find forgiveness after an internal realization of "truth". The actual truth does not get addressed but it may be Kipling trying to suggest that Buddhism (not actually a belief in a God except yourself) or Atheism would not need a God's forgiveness but is something you obtain within yourself. However, the mention of Simeon (which is from Luke 2:27-32) would not entirely overlook the need for the forgiveness of sin from God. Kipling may be unsure with the need for forgiveness as is understood and has stated from other of his works (Plain tales from the Hills). The glasses given the Lama from the curator (who was Kipling's father in real life) is symbolic as to giving the Lama better vision in his search for his quest. The uncertainty shows the quest of the heart to know if we are forgiven by God and ourselves. Curiously enough, the ancient Hebrew word "yada" (to know) has in its original pictograph images as letters the hand (receiving), the door or heart, and a spring. That the word "to know" would be hands receiving life giving waters into the heart or from the heart of God. :)
