Tolkien was born in South Africa and travelled to England as a young child. Otherwise he was not a great traveller. He visited Switzerland in 1911 which provided inspiration for the Misty Mountains and Gandalf. He visited France as a tutor to two boys in 1913 and returned as a soldier in the WW1 and fought at the Battle of the Somme.
In later life he made regular visits to Ireland and also visited Italy. I don't think he travelled outside the UK otherwise
JRR Tolkien is not in The Hobbit, he is the author of the book. He does a bit of narration in some places, a sort of aside. Tolkien is English and was born in South Africa.
