Sounds like maybe the starter selenoid is shot. This is a thing that take the little bit of electricity coming out of your switch and converting it to alot of electricity to activate the starter. No, I don't know where it is. No, I don't know how much it costs. But it sure sounds like the selenoid to me.

I found the problem. It was the battery ground cable. It was corroded at the point of contact with the engine.
this is my own answer,no airbag will be ok, the only problem is you have to reprogram instrument cluster and ford are the only one that can do this at a cost of £119.00+ vat.
buy a new instrument cluster or check the wires in back my car had that problem and it was a loose connection to the back of the panel

Is it just the cluster or the whole dash lights are out? If whole dash check the fuse or as I have had similar problem light this was the headlight switch and replaced it.
i have the same problem. i just got back from the dealer. they said it is either an instrument cluster or ignition switch. ugh!
I would check the headlamp dimmer ; it is possibly fried.
