On a 1999 GEO Tracker, a bad fuse can cause the headlights and dash lights to blink. A bad voltage regulator or alternator can also cause lights to blink and flicker.

No. A bad battery is not causing your dash lights to go on and off. A different part is bad. Without equipment I have no idea what it is.
There is a problem with your charging system. Check the alternator output. It is probably not putting out a constant 14.5V like it should. There may be a bad connection, a broken wire, or your alternator may be going bad.
