There is a problem with your charging system. Check the alternator output. It is probably not putting out a constant 14.5V like it should. There may be a bad connection, a broken wire, or your alternator may be going bad.
The headlights of a Ford Windstar may have problems going on if they are burnt out or if there is a wiring problem. Blowing a headlight fuse will also lead to both lights not working.
Not exactly sure on the Windstar, but recently had the same question for a Contour: try pulling on the lightswitch. Note: the fog lights on the Contour can only be turned on when the headlights are on.
To turn on the lights in a Ford Windstar, locate the headlight switch on the left side of the dashboard. Rotate the switch to the right to turn on the headlights, or pull it out for the fog lights if your model is equipped with them. Additionally, the switch has settings for parking lights and interior lights; make sure to adjust according to your needs. Always ensure that the vehicle is in the "On" position for the lights to function.
