Sometimes, but not always, the alternator will whine loudly when it's malfunctioning.

Bad torque converter? Power steering fluid low? Bad power steering pump? Bad bearing on any belt driven accesory I.E. Alternator, Water pump, air pump (if any), a/c compressor etc. Bad wheel bearing? Bad tire?

The belts on the pulleys or the alternator are probably worn, or they may be contaminated with oil.
The whine probably comes from the alternator. You will need a supressor on the alternator output. Another way, is to use an in line filter in the power supply, to the CB, to stop interference on the power supply from reaching the radio. You need an auto shop to check the alternator. The in line filters can be got from radio Shack and look like an in line fuse.
